Encoder without detents problem

I just changed the encoder, but the problem is still there, the cut off remains fixed, or rises very slowly,

I have my lower one acting up, if turned up fast it resets to a low position. I saw some contact cleaners in a local shop, wonder if must be this one or any good contact cleaner will do.
