Setting for parameter change smoothing in global settings

Problem: step sequenced parameter changes (parameter locks) as well as Pulse LFO used as modulation source may introduce clicking.
Solution: there is new setting in global settings menu where user sets desired smoothing for instant parameter value changes - 0 (none) or up to few milliseconds
