I'm envisioning a parameter lock that sets the tempo even though it's global. If the Deluged is sync'd to an external MIDI clock the setting is ignored.

That's a great idea. You can do accelerandos and rallentandos that way. Would probably need a dedicated track devoted to tempo and other global parameters then.
The TEMPO track would easily solve that - on the matrix/grid, you'd "draw" the tempo changes... i will write separate request for this, lets upvote pls 😅
