Add support for user scales and micro tuning with Scala file format

The Scala file format is a human readable ASCII file format for specifying musical tunings. These can be completely arbitrary pitches assigned to places within a keyboard or controller.

Support for this format would almost instantly open up the Deluge to support an infinite number of musical scales as every known (and yet unknown) scale could be expressed in this format. The Deluge could become a major player (pun intended) in the micro tonal, experimental and research scene.
