There are a many samplers that use this method. Teenage Engineering OP-1 Drum Packs are the same. A simple marker separates the samples. There are hundreds of OP-1 Drum Packs floating around the internet. More options

Definitely there are many outboard options. AUv3 things in iOS or Max4Live or Bitwig's internal midi filters as well as a few rare hardware pieces. (off topic loving bitwig, btw)
