Ability to dump/read all global settings to/from the SD-card

The global settings are not accessible from the outside. The ability to save/restore these settings is useful in some scenarios:
- reproducible bug reports for you guys
- migration from one device to another
- fast switch between different environments
- when different users use one device with their own SD-card
Please consider this.
