Anyone have trouble with midi over USB and Reaper?

Realise this might be more of a Reaper problem... if anyone uses Reaper and Deluge?
I can't get a reliable midi signal to Reaper over USB.
Reaper is communicating with the Deluge fine in most ways - it recognises it's there, and output works (when I press play in reaper, the deluge begins playing).
But I can't for the life of me get midi input to work over USB in reaper. I've tried all the usual unplugging, restarting, getting reaper to forget the deluge, new USB cables, etc. 1 time out of 10 it will work, but I can't seem to replicate how to fix it.
The deluge sends midi to other programs fine, and when I use midi din input on my interface it always works, but unfortunately I need that DIN input for something else.
